Oxygen has 8 valence electrons, 4 of which are “outer” or furthest from the nucleus of the atom. These 4 valence electrons form a covalent bond with each hydrogen atom they come into contact with, making it impossible for any more hydrogen atoms to bond to them – giving oxygen its chemical properties as well as its electrical neutrality.
